Only DNFBPs must register on goAML for AML supervision — and in real estate that means brokers and agents, not everyone with a property licence. A broker/agent who concludes buying and selling for clients is a DNFBP and must register with the Ministry of Economy & Tourism on goAML. But a company whose licensed activity is simply “Buying and Selling of Real Estate” — trading property on its own account — is not a DNFBP, and its goAML registration is rejected. The fix: if you actually broker deals for clients, add the brokerage/agent activity to your licence and resubmit; if you only trade on your own account, you’re not required to register.
The rejection email is blunt: “Activity not under DNFBP category that is being supervised by the Ministry. If the entity is a real estate agent/broker, include in licence and resubmit.” That single line contains the whole rule — and once you see it, the confusion disappears.
Who actually has to register on goAML
goAML is the UAE Financial Intelligence Unit’s reporting platform, and only Designated Non-Financial Businesses and Professions (DNFBPs) are required to register on it and file reports. Under Article 3 of Cabinet Resolution 134 of 2025 (the Executive Regulation of Federal Decree-Law 10 of 2025), the DNFBP categories are: real estate brokers and agents, dealers in precious metals and stones, auditors and independent accountants, company & trust service providers, lawyers/notaries in certain transactions, and commercial gaming operators. The Ministry of Economy & Tourism supervises the real estate, accounting, dealer and TCSP categories.
Brokerage is a DNFBP activity — own-account trading isn’t
Here’s the exact line the law draws. Real estate agents and brokers are DNFBPs when they “conclude operations for the benefit of their customers with respect to the purchase and sale of real estate.” The key words are for their customers.

A company that buys and sells property as principal — an investor or developer dealing on its own behalf — isn’t acting for a customer, so it doesn’t fall within the DNFBP definition. That’s why its goAML application is rejected.
Why “Buying and Selling of Real Estate” is bounced
When you register, the supervisory body checks your licensed activity. If your licence reads only “Buying and Selling of Real Estate” — own-account trading — the system sees an activity that isn’t in the DNFBP category it supervises, and rejects the entity registration. The rejection notice itself gives the remedy: if you are in fact an agent/broker, get that activity onto your licence and resubmit.
What to do about it
- If you broker deals for clients — add the real estate brokerage / agency activity to your trade licence (with the relevant emirate authority), then resubmit the goAML registration with the updated licence.
- If you only trade on your own account — you are not a DNFBP for goAML purposes, and no registration is required. The rejection is correct; you simply don’t need to be on goAML for this.
If you actually carry out brokerage but your licence doesn’t say so and you’re not on goAML, you’re conducting a DNFBP activity without registration — which carries serious penalties under FDL 10/2025 (fines running from AED 200,000 up to AED 10,000,000). Fix the licence and register.
goAML is not the same as RERA / DLD registration
Dubai real estate licences often carry a note that, to practise, you must register with the emirate’s real estate regulator (RERA / DLD via the Trakheesi system) and obtain a Profession Practice Card and Office Registration Certificate. That is the emirate-level licensing to operate as a broker — separate from the federal AML/goAML registration with the Ministry of Economy & Tourism. A broker generally needs both: RERA to practise, and goAML to meet AML obligations.
