Bahraini nationals working in the UAE are entitled to pension coverage under the Unified Protection Extension System — a GCC-wide framework that ensures nationals working outside their home country continue to build pension entitlements as if they were working in Bahrain. As the UAE employer, you are legally required to register your Bahraini employee with GPSSA and remit monthly contributions.
Unlike UAE nationals, the GPSSA registration process for Bahraini nationals involves coordination with Bahrain's Social Insurance Organization (SIO) and requires two specific Arabic-language forms in addition to the standard documentation. This guide walks through every step in the correct sequence.
Process Overview
The registration has two distinct phases: first securing the UAE Emirates ID (a prerequisite), then completing the dual-form GPSSA registration. Here is the full timeline at a glance:
Phase 1 — Emirates ID Issuance
Gather documents → apply for UAE visa and Emirates ID → wait for physical card (1–3 weeks typically)
Phase 2A — Complete Unified Form (Arabic)
Fill, sign, and stamp the GCC Unified Protection Extension Form with employee and employer details
Phase 2B — Complete Bahrain SIO Form (Arabic)
Fill, sign, and stamp the Bahrain Social Insurance Organization electronic service activation form
Phase 3 — Submit via GPSSA Portal
Upload both completed forms and supporting documents through the Maashi employer portal
Step 1 — Emirates ID: Documents Required
A UAE Emirates ID is the mandatory first requirement for GPSSA registration. You cannot proceed to the GPSSA forms until the Emirates ID has been issued. The Bahraini national must go through the standard UAE residency visa and Emirates ID process, which requires the following documents:
Documents Required for Emirates ID Application
-
✓Bahraini National Identity Card — Front & Back
The official identity card issued by the Kingdom of Bahrain. Both sides are required. Ensure the card is not expired — an expired Bahraini ID will cause the entire application to be rejected. -
⚠Check Bahraini ID Expiry Date
This is one of the most common causes of delay. Before collecting any documents, verify the expiry date on the Bahraini ID card. If it is expired or expiring within 6 months, advise the employee to renew it in Bahrain before proceeding. -
✓Signed UAE Employment Contract
The employment contract must be the UAE contract, signed by both the employee and employer. It must clearly state the basic salary, allowances, date of joining, job title, and working hours. GPSSA will use the salary details from this contract for the contribution base. -
✓Passport Copy
Valid passport with at least 6 months remaining validity. The information page and any existing UAE visa pages are required. -
✓UAE Entry Visa / Residency Visa
The employee's UAE employment or residency visa issued by the relevant UAE immigration authority. -
✓Passport-Size Photograph
Recent photograph against a white background, per UAE Federal Authority for Identity and Citizenship (ICA) specifications.
Step 2 — Wait for the Physical Emirates ID Card
Physical Card Required — Digital or Copy Not Accepted
Once the Emirates ID application is submitted and approved, the physical card is produced and can be collected or delivered. This stage typically takes 1 to 3 weeks after visa stamping, depending on processing volumes.
-
!Physical Emirates ID card is mandatory
GPSSA registration requires the physical card to be in hand. A photocopy, screenshot of the digital card, or ICA online record is not accepted. Do not attempt to proceed to the GPSSA forms until the actual card has been received. -
✓Once in hand — confirm all details are correct
Check that the name spelling, date of birth, and nationality on the Emirates ID match exactly with the passport and employment contract. Any discrepancy must be corrected before proceeding, as the data will flow into the GPSSA forms.
Step 3 — Complete the Unified Protection Extension Form (Arabic)
The Unified Form (النموذج الموحد لنظام مد الحماية التأمينية) is the standard GCC registration form for the Unified Protection Extension System. It is issued by GPSSA and must be completed in Arabic by both the employer and employee. This form registers the Bahraini national into the GCC cross-border pension protection framework.
Unified Form — What to Fill
The form has four main sections. All fields must be completed in Arabic:
Section 1 — Insured Person Details (بيانات المؤمن عليه)
Personal information about the Bahraini employee
Section 2 — Employer Details (بيانات صاحب العمل)
UAE employer information
Section 3 — Subscription / Salary Details (بيانات الاشتراك)
Employment dates and salary breakdown
Step 4 — Complete the Bahrain SIO Form
The Bahrain SIO Form (استمارة طلب تفعيل الخدمة الإلكترونية لنظام مد الحماية التأمينية) is issued by Bahrain's General Organisation for Social Insurance (SIO). This form activates the employee's electronic service in Bahrain's SIO system and formally links the UAE employment to the Bahraini pension record.
Bahrain SIO Form — What to Fill
Section 1 — Employer / Workplace Details (بيانات صاحب/جهة العمل)
UAE employer information as it will be registered with Bahrain's SIO
Section 2 — Authorised Signatory Details (بيانات الموظف المخول بدخول الموقع)
Details of the employer's representative authorised to manage SIO online access
Section 3 — Declaration (إقرار)
Employer's formal declaration authorising SIO access
The employer's HR Director or authorised signatory must sign this section, with their name, mobile number, company stamp, and the date. The completed form is sent to Bahrain's SIO at d.protection@sio.gov.bh.
Step 5 — Submit via GPSSA Portal
GPSSA Maashi Portal Submission
With both forms completed, signed, and stamped, and the physical Emirates ID in hand, the employer can now proceed to register the Bahraini national through the GPSSA Maashi platform.
-
1Log into Maashi via UAE Pass
Access the GPSSA employer portal at the Maashi platform using the company's UAE Pass credentials. -
2Select GCC National Registration
Choose the "Registration of GCC National Employee" service — this is a separate workflow from UAE national registration. -
3Upload All Required Documents
Physical Emirates ID (scanned) · Unified Protection Extension Form (signed & stamped) · Bahrain SIO Form (signed & stamped) · Employment contract · Passport copy · Bahraini National ID (front & back) -
4Submit & Await Confirmation
GPSSA reviews the submission and, upon approval, issues the employee's insurance number confirming enrolment. Keep a copy of the submission reference.

GPSSA & GCC Payroll Compliance | Dubai, UAE
"The most common bottleneck we see in Bahraini national GPSSA registrations is the Emirates ID wait time — employers often don't start the Arabic forms until the card arrives, then rush to beat the 30-day deadline. The right approach is to prepare both forms and have them signed and stamped in parallel. The second most common issue is an expired Bahraini ID — always check the expiry date on day one. Getting these two things right puts you in a position to submit within 24 hours of the physical card arriving."
