If IFZA has sent back your UBO declaration's proof of address as an “invalid document,” you need to resubmit one accepted proof showing the UBO / shareholder's full name and residential address, issued within the required period. The easiest is a recent bank statement or utility bill (last 3 months). It must be clear and legible, the address must match your application, and the UBO declaration must carry a valid signature. Until you resubmit correctly, the renewal stays on hold — and IFZA warns this can lead to delays or fines.
As part of an IFZA licence renewal you complete a UBO (Ultimate Beneficial Owner) declaration, and one of the supporting documents is a proof of address for the beneficial owner. A very common hiccup is an automated email titled "Attention Required on Renewal Application" telling you the proof of address was sent back as an invalid document. It looks alarming, but it's almost always a simple document mismatch — here's exactly what IFZA will accept.
The five accepted proof-of-address documents
You only need to resubmit one of these, showing the individual's name and residential address, issued within the stated window:
| # | Accepted document | Condition | Issued within |
|---|---|---|---|
| 1 | Utility bill or bank statement | Must show the individual's name and address | Last 3 months |
| 2 | Rental agreement (tenancy contract) | In the individual's name | Last 3 months (EJARI / DLD-registered: up to 12 months) |
| 3 | Official document from DLD | UAE official document (Dubai Land Department) | Last 12 months |
| 4 | Certificate of Residence | From a government authority / official website, with a working QR code | Last 3 months |
| 5 | Driving licence | Only if it shows the complete address of the individual | Last 3 months |
In practice the simplest fix is a recent bank statement or utility bill showing the UBO / shareholder's full name and residential address. Most owners can download a current bank statement in minutes — just make sure it's within the last 3 months and shows the address in full.
The three things that get a proof of address sent back
Resubmitting the right type of document isn't enough on its own — IFZA also checks three things. Most rejections come down to one of these:
- Not clear or legible — a cropped, blurry or partial scan. Upload the full document, clearly readable.
- Address doesn't match the application — the address on the document must match the address you entered in the UBO declaration. A different or outdated address triggers a send-back.
- Invalid signature on the declaration — the signed UBO declaration itself must carry a valid signature. An unsigned or mismatched declaration will be rejected even if the proof of address is fine.
Document is clear and complete · address matches the application exactly · the UBO declaration is signed with a valid signature · it's within the validity window above. Tick all four and it goes through.
A sent-back UBO document holds up the whole licence renewal
This isn't a side issue you can leave for later. The renewal application can't complete while the UBO declaration is incomplete, and IFZA's notice specifically asks you to act promptly "to avoid any delays or fines pertaining to your licence renewal." The faster you resubmit a valid proof of address, the faster the renewal clears.
Worth remembering: the UBO declaration is one piece of the renewal. Depending on your licence, IFZA may also require financial statements or an audit report as part of the renewal — so it's worth getting both lined up together. For the full picture, see our IFZA licence renewal guide, and our IFZA financial statements & audit report service for the financials side.
Keeping your UBO record accurate isn't just a renewal formality
The UBO declaration is a standing regulatory requirement, not just a renewal step — the register of beneficial owners has to be kept accurate, and changes reported. Getting the proof of address right and keeping your UBO details current avoids both renewal hold-ups and compliance penalties down the line. For the full requirements, see our IFZA UBO compliance guide.

What documents are accepted as proof of address for the IFZA UBO declaration?
IFZA accepts any one of: a utility bill or bank statement showing the individual's name and address (last 3 months); a rental agreement in the individual's name (last 3 months, or up to 12 months for an EJARI / DLD-registered contract); an official Dubai Land Department document (last 12 months); a Certificate of Residence from a government authority with a working QR code (last 3 months); or a driving licence that shows the complete address (last 3 months). The document must be clear and the address must match your application.
Why was my IFZA UBO proof of address rejected as invalid?
The most common reasons are that the document wasn't clear or legible, the address on it didn't match the address entered in the UBO declaration, the document was outside the accepted validity window, or the UBO declaration itself wasn't signed with a valid signature. IFZA checks all of these, so resubmitting the right type of document also means making sure it's readable, current, address-matched and the declaration is properly signed.
How recent does the proof of address need to be for IFZA?
Most accepted documents must be issued within the last 3 months — utility bill, bank statement, rental agreement, Certificate of Residence and driving licence. The exceptions are official Dubai Land Department documents and an EJARI-registered tenancy contract, which IFZA accepts if issued within the last 12 months.
Will a sent-back UBO document delay my IFZA licence renewal?
Yes. The renewal application cannot complete while the UBO declaration is incomplete, and IFZA's notice asks you to resubmit promptly to avoid delays or fines pertaining to the licence renewal. The quickest way to clear it is to upload a valid proof of address — usually a recent bank statement or utility bill — as soon as you receive the send-back.
Can I use my driving licence as proof of address for the IFZA UBO declaration?
Only if your driving licence shows the complete residential address of the individual and was issued within the last 3 months. Many licences don't display a full address, in which case it won't be accepted — a recent bank statement or utility bill is usually the simpler and more reliable option.
