If you are staring at the Meydan portal wondering where the liquidation report goes, the answer is the third upload slot in step 3, labelled "Clearance from external authorities letter (if applicable)". That slot is the signed liquidation report. Nothing else in the application takes it, and Meydan will not approve a licence cancellation without it. Why Meydan calls the liquidation report a clearance letter
The wording comes from Meydan's generic document-request library rather than from the liquidation regulations. From Meydan's side, the liquidator is an external party who "clears" the company: the report confirms that assets have been realised, liabilities settled, and there is nothing outstanding that would prejudice a creditor. Because the same slot is reused for any other clearance a specific licence might need — a health authority, a media regulator, a bank guarantee release — it carries the catch-all "if applicable". For an ordinary Meydan FZ LLC there is no other external authority; the liquidator's report is the whole upload.

When there genuinely is another external authority
A small number of Meydan licences carry an activity that needed an outside approval at incorporation — a consultancy activity endorsed by a professional body, an e-commerce activity tied to a payment-gateway licence, or a media activity referred to the National Media Council. If a no-objection letter was required to open, Meydan expects the equivalent release letter on closure, and it goes into the same slot as the liquidation report. Put the liquidator's report first in the combined PDF and the NOC letters after it, so the reviewer sees the signed report on page one.
What is inside a Meydan liquidation report
The full requirements list covers this in depth. The short version: a liquidator's report and a set of IFRS financial statements from the start of the current financial year to the cessation date, ending with a nil balance sheet. For a company with no transactions, the dormant-company version is shorter but still mandatory. Meydan approves the auditor, so the signing firm must be on its list; the report is normally 3–7 working days from receiving the bank statements, or two to three days for a dormant file.
The three declarations under the uploads
Each is a checkbox and each must be ticked before Next becomes active:
- Declaration of Formation Cancellation — you confirm the shareholders have resolved to cancel the formation. The uploaded resolution backs this up.
- Declaration of Bank Account Clearance — you confirm any bank account is closed, or none existed. This is what makes the bank slot genuinely optional for a no-visa, no-bank company.
- Declaration of Clearance from External Authorities — you confirm the clearance (the liquidation report) is complete and truthful.
Ticking a declaration that the uploads contradict is the fastest way to a query from the Meydan reviewer, because they read the report against the boxes.

A Meydan trading company with one Wio account and no visas resolved to wind up on 8 September 2026. The bank was closed on 10 September with a closure e-mail from Wio (slot 2). Fastlane's report dated 12 September showed revenue of AED 184,300 for 1 January–8 September, all receivables collected, the AED 3,120 closing bank balance repatriated to the shareholder, and a nil balance sheet (slot 3). The resolution went in slot 1; slot 4 stayed empty. All three declarations ticked, AED 2,020 paid, application accepted without a query. Total cost to the shareholder: AED 2,020 to Meydan and AED 1,999 to Fastlane, which also covered the separate FTA financial statements for deregistration.
How the report you upload here differs from what the FTA wants
The Meydan slot takes the liquidator's report to the cessation date. Corporate Tax deregistration needs financial statements for the full final tax period, often two columns (the last complete financial year and the stub period to cessation). Uploading the Meydan report to EmaraTax is one of the commonest reasons a CT deregistration is rejected; this guide sets out the difference. Is the clearance from external authorities letter the same as the liquidation report on the Meydan portal?
Yes. In the Meydan cancellation application there is no slot labelled liquidation report; the signed liquidator's report is uploaded under "Clearance from external authorities letter (if applicable)" in the Document submission step.
Who is the external authority Meydan means?
In practice the licensed liquidator — a Ministry of Economy-approved auditor — whose signed report clears the company's financial position. Where other regulators are involved (for example a sector approval), their no-objection letters are combined into the same upload.
Why does the slot say 'if applicable' if the report is mandatory?
The label is shared across Meydan's application forms. For a licence cancellation the liquidation report is required in practice; Meydan will not approve the cancellation without a liquidator's signed report.
What if I have no bank account — do I still upload something in the bank clearance slot?
No upload is needed. Tick the Declaration of Bank Account Clearance below the uploads, and make sure the liquidation report itself states that the company never held a bank account.
