If the Meydan Free Zone portal will not let you get past "Select license to be cancelled", the reason is almost always in the orange box on that same screen: the cancellation of all visa/s and immigration cards must be completed before proceeding with the cancellation of the Company Formation. Meydan closes a company in a fixed order — visas, then the immigration card, then the licence — and the portal will not accept a licence cancellation while anything upstream is open. The three stages, in the only order Meydan accepts

How to tell which stage is blocking you
The portal does not name the specific visa or card that is holding the application, so check in this order. First, log in to the Meydan portal's visa services section and list all visas under the company; any status other than cancelled — including "cancellation in progress" — is a block. Second, check the establishment card status on the same dashboard; if it shows active or renewal pending, stage 2 is not done. Third, confirm there are no unpaid Meydan invoices, because an outstanding renewal or fine holds the card cancellation even after the last visa clears. If all three are clean and step 1 still refuses, raise a ticket with Meydan support quoting the licence number; the usual cause is a visa cancelled at immigration but not yet reflected in Meydan's system, which updates within two working days.
A company whose licence has already expired can still run this sequence, but every month that passes adds AED 1,000 to each of the licence and establishment card accounts, and Meydan requires those arrears settled before it cancels the card. In that situation get the visa cancellations moving on the same day as instructing the liquidator; there is no benefit in sequencing them.
Why the sequence exists
Immigration sponsorship is a liability of the company. If the licence were cancelled while a visa was live, the visa holder would be sponsored by an entity that no longer exists, and the free zone — as the immigration channel — would carry the exposure. So Meydan's rule is not a portal quirk; it mirrors the federal position that an entity's immigration file must be empty before the entity itself can be dissolved. The liquidator's report reflects the same logic: it must confirm there are no outstanding employee entitlements, which cannot be true while anyone is still on the company's visa.

Full end-to-end timelines run from three to four weeks for a no-visa company to six to eight weeks where several visas are involved.
Meydan charges AED 1,000 per month on an expired licence and a further AED 1,000 per month on an expired establishment card. The no-visa shortcut
A company that never issued a visa has nothing to clear in stage 1. Meydan still cancels the establishment card if one was issued, then proceeds directly to the licence. A Meydan marketing agency with two employees decided on 1 September 2026 to close. End-of-service of AED 14,600 and AED 9,800 was paid on 5 September; both visas were cancelled by 12 September. The establishment card cancellation was submitted on 15 September and confirmed on 24 September. Meanwhile the shareholder signed the resolution on 8 September and Fastlane issued the liquidation report on 16 September, showing the final salaries paid and a nil balance sheet at 8 September. The licence cancellation was filed on 25 September and the AED 2,020 paid — thirty-six days before expiry, so no penalty. After the block clears: what the portal asks for
Once step 1 accepts the licence, the remaining seven steps are quick: a mandatory questionnaire, the document upload (resolution in "Board resolution", liquidation report in "Clearance from external authorities letter"), three declarations, a formation-type confirmation, optional remarks, a review page and the AED 2,020 immigration (establishment) card cancellation fee. Meydan then publishes the notice for 15 days and issues the cancellation certificate, after which the only remaining obligations are with the FTA.
